After working in Tokyo, Otsuka established the firm in Fukuoka in 1978. In the beginning we were entirely dedicated to Japanese cases, but in time we started to receive cases from foreigners on a variety of topics, especially from Chinese and Koreans. Currently our firm covers legal areas from the basic ones of Japanese law (civil, criminal, commercial, family, etc.) to more complicated ones involving cross–border disputes and transactions.

Lawyer Otsuka, Fusanori
As a lawyer he started in Tokyo and later moved to Fukuoka. His dream is to promote the exchange between foreign lawyers and Japanese lawyers. He has been an active chairman of the International Committee of Fukuoka Prefectural Bar Association (from 2001 until 2007), and of the International Committee of the Kyushu Federation of Bar Associations (from 2000 until 2017), and vice chairman of the International Committee of the Japan Federation Bar Associations (from 2004 until 2018). He had established strong relations with people from China (including Taiwan), Korea, Philippines, among others. Currently speaks English, Chinese, and Korean.

For consultations from overseas
For local cases, law suits need to be filed in the court that has jurisdiction based on the defendants’ place of residence. Normally a case can take 1 or 2 years to be solved. Nowadays the conference system by phone is introduced, so except special cases like interrogation of witnesses, lawyers do not necessarily need to appear in court. Thanks to the developed transportation system in Japan and the introduction of the telephone conference system, lawyers are able to handle cases in other areas of Japan.
